  1. a qualifying relative is one who resides in the household of the taxpayer the ENTIRE year, has not earned $3650, the taxpayer provides more than 50% of the support, and the person cannot be claimed on the return of anyone else this will allow the taxpayer another exemption of $3650 which is not a refund, and beyond that there is no refund for claiming the additional person
  2. Are you suggesting that the IRS is taking advantage of you? You can claim a relative living with you if you provide the majority of their support. See IRS Publication 501 for details as there are many difference scenarios. Each dependent has the POTENTIAL to reduce your tax burden by $912.25 or similar amount depending upon your filing status and tax rate. http://www.irs.gov/pub/irs-pdf/p501.pdf
  3. It could be as little as zero. There is no limit to the amount that it could be, if you include the tax deduction for medical bills that a person pays for someone whom that person also claims as a dependent, which could theoretically be millions of dollars in some rare cases.
